Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before national elections.

Testing Reveals Repeated Partiality in Chatbot Recommendations

The four chatbots tested by the AP “often end up with the same two parties”, irrespective of the voter’s inquiry or input, the watchdog noted in a analysis released ahead of the 29 October election.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the positions of these parties, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The deputy head of the AP, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that might not correspond to their ideological beliefs, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and difficult to verify.”

Voting Background and Political Landscape

The Dutch head to the polls on 29 October in an election that will be keenly observed around Europe for the performance of the Freedom party.

The far-right party of Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the PVV, meaning the party that comes second is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
